A government representative travels to the backwoods of Arkansas to convince the people there of the benefits to them of a proposed dam on their river.

Plot

Up in the country of "Arkansaw" (an on-purpose misspelling of the name of the state "Arkansas), the government is trying to get the natives to move. They want to construct a huge dam where they currently live and the mountaineers can be moved to more modern and more-inviting homes. But the local-power company interests start to mess up the project by turning the residents against the government men, headed by John Parker.
